Wellington North council discusses Bill 148 impacts

Wellington North is expected to have a $30,000 increase in non-regular staff pay over 2017 due to legislation changes.

Human resources manager Chanda Riggi presented a report to council on March 26,outlining how Bill 148, the Fair Workplaces, Better Jobs Act, has impacted in the township.

She looked at 2018 changes only, including those to minimum wage, vacation, personal emergency leave and statutory holiday pay.

She said due to political uncertainty, changes that are expected to come into place in 2019 were not considered in her review.

Riggi stated the township will have to consider conducting a compensation review should the 2019 changes come into effect.

“A $15 minimum wage level will eclipse our salary scales and a compensation review will be essential in order to maintain our compensation philosophy regarding positional value and the need to maintain a meaningful degree of competitiveness with the relevant external labour market,” Riggi stated.

Wellington North’s “head count budget” for employees that are part-time, casual, temporary or seasonal was just over $525,000 for 2017.

That number is expected to increase by about $30,000, or a 5.8 per cent, in 2018.

Of the $30,000 increase, 85% is a wage increase, 12% is due to personal emergency leave, and 3% for vacation increases.

The report also listed examples of how Bill 148 will impact organizational processes, including scheduling, internal communication, payroll and capacity issues.

“The numbers are interesting, but there are other factors … (that) there are some variability attached to. It does impact us,” said CAO Mike Givens.

Council accepted the report. Councillor Dan Yake was absent.
