A public meeting time, a site plan application, a consent application and a building report were discussed at the May 16 Guelph-Eramosa council meeting.
Public meeting set
Council received a planning department report for the zoning bylaw amendment for the new Charleston Homes Ltd. subdivision, Bonarrow Meadows just north of Rockmosa Park.
Charleston Homes has submitted the zoning bylaw amendment application as well as the consent application and subdivision application. The applications are to develop some of the lands at 5155 Fourth Line and 5156 Wellington Road 27 with 214 units of detached and street front townhouse dwellings.
Some of the preliminary issues include: Wellington Road 27 urbanization, traffic impact study, street naming, sidewalks, Christie St. entrance, trails, street trees, sewage capacity, drainage easements, rear yard drainage easements, Source Water Protection Vulnerable Area, proposed zoning regulations, tree compensation and a few proposed lots and streets.
In her report township planning associate Kelsey Lang said these issues are being discussed with the applicant.
A public meeting has been set for June 27.
Site plan application
Council approved a site plan application for a steel fabrication facility owned by Rimal Investments Ltd. on 4930 Seventh Line. Guelph-Eramosa Township also entered into a site plan agreement.
The proposal conforms to both the Wellington County Official Plan and to the Guelph-Eramosa Township zoning bylaws.
“One thing to note is that the storm water pond drains through a private property to the west as opposed to a major watercourse or municipal system,” Lang said. “The owner of these lands have acknowledged the risk and accepted the risk and that acknowledgement has been reviewed by our legal council and accepted as sufficient to protect the township.”
Consent application
The township received a lot line adjustment application to sever 40 square metres from the northern boundary of 225 Barden St. in Eden Mills and merge that portion with 229 Barden St.
However, before the lot line adjustment can be made the following deficiencies must be addressed:
– a minor variance must be issued for both properties because neither will satisfy the 0.4 hectare requirement (the retained lot will be 0.05 hectares and the severed portion will be 0.07 hectares);
– the 225 Barden St. property has a minimum interior side yard of 1.7m proposed whereas 3m is required;
– the 229 Barden St. property has a 0m front yard setback whereas 7.5m is required and a rear yard setback of 4m whereas 7.5m is required.
Building report
Chief building official Dan Sharina presented the building department’s first quarterly report to council.
Between January and March 2016 permit activity garnered about $6.6 million whereas the same period last year saw $7 million in construction value. The total permit fees collected for 42 permits in the first quarter were $73,087 compared to $73,974 for 45 permits last year.
“Once again, no fault of yours, but we’d sure like to see the industrial/commercial represent more than 9% of our activity,” councillor David Wolk said.
Sharina explained that more industrial buildings and commercial blocks are on the horizon.
Tax rates
Council passed a bylaw that the first tax installment will be due on Aug. 31 and the second installment will be due on Oct. 31.
Installments that are not paid on or before the stated due dates will be charged 1.25% on the first day of each succeeding month until they are paid.
