New structure approved for Centre Wellington senior management

Following the appointment of Andy Goldie as Chief Administrative Officer for the Township of Centre Wellington, Mayor Joanne Ross-Zuj and members of council have given unanimous approval to an organizational change for senior staff.

The change was overseen by a five-member senior management team (SMT), consisting of the Chief Administrative Officer, the managing directors of Infrastructure, Community Services, Corporate Services and Planning and Development Services.

Township officials say the realignment of services will allow the municipality to improve day-to-day operations and services in order to achieve greater efficiencies.

The size of the management team is designed to help staff focus on the strategic issues that face Centre Wellington in the coming years.

Two of the five positions are already filled as follows:

– Colin Baker, managing director of infrastructure; and

– Rick Hulley, manager of human resources, will report directly to the CAO and be a key advisor to the SMT.

The remaining three positions will be filled in 2013 with the managing director of community services being posted shortly.

It is estimated the new SMT structure and implementation of the job evaluation for all management staff will be a financial impact of approximately $55,000 in the 2013 budget. This would be split 80-20 between the tax supported budget (0.4% impact) and the environmental user pay budget.

The previous organization was headed by the mayor and council in which Goldie oversaw various department heads including:

– clerk’s office;

– finance;

– fire and rescue;

– parks and recreation;

– human resources;

– economic development;

– public works;

– building and development;

– planning; and

– information technology.
