John Street project awarded to Moorefield Excavating Limited for $1.1 million

KENILWORTH – Moorefield Excavating Limited will be taking on upcoming reconstruction work on John Street and a pedestrian crossover in Mount Forest for $1.14 million plus tax. 

John Street will be reconstructed from Queen Street West to Waterloo Street, and a pedestrian crossover will be installed at the intersection of Queen Street and Parkside Drive. 

Moorefield Excavating Limited submitted the lowest of five bids, at $1,136,064 before HST.  

The other bids were from E.C. King Contracting ($1.15 million), Cox Construction Limited ($1.24 million), Kurtis Smith Excavating Inc. ($1.26 million) and J. Weber Contracting Limited ($1.61 million). 

The project was advertised from Jan. 31 to March 13 on the Wellington North website as well as the website of the township’s engineer, Triton Engineering Services Limited. 

According to a report about the project presented to council on March 24, the anticipated total project cost, including construction, engineering, permits, contingency, soil management and geotechnical services, is $1,455,184 (excluding HST). 

That’s about $450,000 less than was budgeted for the project. 

The reconstruction will involve fully replacing the roadway, sidewalk, watermain and sanitary sewer, including services from the main to property line. 

Accessible ramps, a grass boulevard, driveway entrances, road asphalt and pavement markings will be installed, and a new concrete curb, gutter and storm sewer will be placed, including services from the main to property line.  

Infrastructure and engineering manager Tammy Stevenson said, “The contractor indicates that they could start in the summertime, based on their workload. 

“The completion date for both projects is Aug. 29, and both projects could commence at the same time, or independently,” she said. 

The pedestrian crossing will also involve an electrical contractor, she noted. 

Councillor Sherry Burke asked if there would be any additional public meetings or consultations about the road reconstruction, “or were those public meetings already had when we had the consultation specifically on saving the trees?” 

“We had the public meeting at that time to discuss multiple capital projects,” Stevenson said. 

“We’ve also issued a notice of project to the residents within John Street, within the project limits, and we’ll be issuing another notice of project to those residents as well once we have updated info from the contractor,” she said. 

“Township staff is going to be updating our capital page on the website to make sure everyone is informed with the schedule and updates throughout the project.”
