The purchase of a new Haul All will provide additional flexibility for the parks and recreation department, says managing director of community services Brian Detzler.
On June 27, Centre Wellington councillors approved a single source request for the purchase of “Haul All” MT-400 multi purpose refuse collection equipment.
In his June 27 report to council managing director of corporate services Wes Snarr recommended council direct staff to negotiate a favourable cost and purchase the Haul All body complete with attachments from the firm NexGen Municipal. NexGen is the master distributor for “Haul All” Equipment Ltd. Lethbridge, Alberta. NexGen is located in Burlington Ontario.
Snarr stated, “The purchase will provide a very unique and productive (piece of) equipment having multiple capabilities for the efficient collection of refuse.”
He added many other Ontario municipalities have purchased the same vehicle to achieve their refuse collection over the years and this equipment has been a popular and reliable piece of equipment.
Snarr noted the money is approved as part of the 2016 budget and identified as part of the development charges background study.
He explained the approved 2016 capital budget includes $134,000 for the purchase of this equipment inclusive of the cab and chassis and available accessory equipment within budget limitations. The breakdown of funding is: development charge fund; $60,300, general capital reserve; $73,700.
Mayor Kelly Linton then asked for a description of what the equipment actually did.
Detzler said this is a multi-use vehicle for collecting garbage in parks.
He explained the body comes off allowing the vehicle to be used for other activities – such as a flatbed truck, to haul equipment “… it makes it very versatile.”
Detzler added the reasoning behind the single sourcing of the Haul All is to obtain this specific type of vehicle.
He noted one person is able to remove the garbage collection body and replace it with the flatbed.
Councillor Kirk McElwain asked if this was limited to parks garbage collection.
Detzler said the main purpose is for emptying debris receptacles in the parks.
Right now the bags from the garbage containers are placed in the back of pickup trucks “and hopefully they do not blow away until we take them to where they will be disposed of.”
The Haul All encloses the garbage to ensure it is contained, he said.
Detzler said garbage collection happens one or twice per week.
“The rest of the time the body comes off and the flatbed goes on – allowing it to be used for other activities in parks and recreation.”
McElwain asked if this means the department will be getting special bins for the garbage – or still be doing it by hand with the garbage bags.
Detzler responded “presently, we will continue with the garbage cans and bags.”
While he said the vehicle is adaptable to emptying receptacles, that is not being pursued from a budget perspective.”
Councillor Fred Morris asked how the downtown garbage receptacles are emptied – through parks and recreation or through public works.
Detzler responded that downtown, it is done by infrastructure (public works) staff which do not have Haul All equipment. “We’re hoping once we have this equipment in operation, we can share resources.”
Detzler also noted the vehicle comes with a chipper door on the back to deal with fallen tree limbs. “We see this as not only being versatile for parks and recreation, but infrastructure services as well.” Council agreed with the recommendation.
