Council reduces speed on Rockmosa Drive to 30km/h

The speed limit on the entire length of Rockwood Drive has been decreased from 50 to 30km/h.

“The design of the road was integrated with the overall Rockmosa Park Master Plan in order to improve pedestrian linkages, formalize parking and introduce soft traffic calming measures to improve pedestrian safety,” director of public works Harry Niemi told council on Aug. 13.

“Although a municipal street, Rockmosa Drive is part of the overall Rockmosa Park entry with both the Rockmosa Community Centre and Rockmosa Library directly fronting the road.”

He said the reconstruction has improved pedestrian safety with the addition of sidewalks and trails, but  pedestrians must still cross the road to access parking.

“Public works, through consultation with parks and recreation, is therefore

proposing to reduce the posted speed limit for the entire length of Rockmosa Drive from the current 50km/h to 30km/h,” he stated.

There are minimal financial impacts, Niemi wrote, with an estimated $500 required to install the speed limit signs.

Sewage pumping station

Council has approved upgrades to the Ridge Road Sewage Pumping Station at a cost of $61,413.

Niemi explained the estimate in the 2018 capital budget for the work was $40,000 and included the life cycle replacement of electrical and SCADA controls. The funding would have been through lifecycle reserves.

The new $61,413 price tag comes after a field review showed a number of upgrades were required, such as complete replacement of panels and electrical components, including engineering and programing costs.

The extra funding will come from a deferred smoke testing project budget of $25,000, bringing the total available funds to $65,000

Trail funding program

Council has authorized staff to apply for the Wellington County Trail Funding program, which provides up to $50,000 in matching funding for one or more municipally-endorsed trail projects being paid for by the municipality or community group.

The township will be applying for the maximum allowable amount of $50,000. The Rockmosa trail was identified as a high priority in the 2013 Parks and Recreation Master Plan, as well as the 2015 Rockmosa Master Plan.

There is no financial impact because the grant was accounted for in the 2018  capital budget, which included $1.13 million in funding for the Rockmosa Park Development.

Writers’ festival support

The township is once again providing an in-kind donation to the Eden Mills Writers’ Festival, which is to be held on Sept. 7 to 9.

The donation includes: road signs and barriers, coolers and drinking water, picnic tables, garbage cans, garbage bags, parking space, parking vests and recycle bins.

“We are very appreciative of this support and this letter is asking for your continued support and donation of the above items for our use at this year’s festival,” Les Zewadzki, director of operations for the festival, wrote in his letter to council.

Council approved the request.
