Council hears few complaints over proposed boarding kennel

Centre Well­ington councillors heard only minor concerns about a pro­posed kennel at 8215 West Garafraxa, near the Fairview golf course on Nov. 19.
Township planner Brett Sal­mon told council the township had done its zoning bylaw in 2000 and made a provision for kennels.
He noted that the former municipality had been is­suing licences for kennels even though its zoning bylaw did not allow them.
With the changes in Centre Wellington a few years ago, Salmon said kennels are now permitted in agricultural zones.
He explained that the kennel would normally be on a 15-acre plot, but Salmon said the 10- to 11-acre property is adequate. He added that his research had indicated that the land was previously used for a kennel.
Salmon also said that the kennel is far enough away from another kennel in the area.
Wellington County had some concerns, and so the en­trance to the property will have to be off Sideroad 2, instead of County Road 19.
The county was also con­cerned about noise issues, but Salmon said the township’s noise bylaw takes care of that issue. One neighbouring farmer had stated some concerns about interruption to his farming prac­tice, but Salmon said that should not be an issue.
He said the minimum distance separation formula is met in this case.
That formula stated that buildings and operations must be a minimum distance away from farms so farmers can continue their operations with­out engendering com­plaints.
Surveyor Derek Graham was representing owners Bob Bezeau and Paul Frost, and said they would be please to answer questions from council.
Councillor Bob Foster asked what breed of dogs would be at the kennel, and Gra­ham explained it will be used to board dogs.
Frost told Foster that the kennel will be able to hold up to 40 dogs and cats.
There were no further questions and no other dele­gations, so the meeting was ad­journed.
