Wellington County council discussed road-related items at its June 28 meeting.
Wellington Road 50 traffic concerns
Guelph-Eramosa councillor Mark Bouwmeester appeared before Wellington roads committee on June 12 to discuss traffic safety concerns with Wellington Road 50 within Rockwood.
In his letter, Bouwmeester said due to the growing population of Rockwood, there are an “increasing number” of complaints of safety issues on this road within the urban area.
These issues include excessive speeding, no buffer between the roadway and sidewalk, students walking to school along the road and more.
Bouwmeester asked for the committee to “validate these concerns through a proper study,” take a road tour in Rockwood and allow county staff to work with township staff to install appropriate signage.
The committee accepted the report and referred it to staff for more information, which council approved on June 28.
Solar-powered speed signs Wellington Road 11
Wellington County roads committee accepted a petition from Heather Clemmer, a Drayton resident, seeking two solar panelled speed signs on Wellington Road 11 in the school zone of Drayton Heights Public School.
The resident said the signs are needed because there is no buffer between the sidewalk and roadway, the sidewalk becomes smaller in the winter due to snow buildup and the OPP cannot do regular radar.
On June 25, council accepted the committee’s recommendation to refer the petition to staff for more information.
Wellington Road 27 safety zone
The roads committee also received a petition from Tara Robinson and other residents in Rockwood to designate a section of Wellington Road 27 as a community safety zone.
The section would be from Alma Street (Highway 7) north to the 60km/h zone north of the Wellington County OPP detachment.
“Over the last few years, there has been a marked increase in traffic volume and speed on this road,” stated the petition.
“It is understood that this measure is strictly a tool for enforcement, but any deterrent would be welcomed.”
On June 28, Council accepted the committee’s recommendation to refer the issue to staff for a report.
Wellington Road 7 Culvert replacement
Council awarded a bid to Xterra Construction Inc, out of Kitchener, for $326,011 plus HST for a culvert rehabilitation on Wellington Road 7.
Work on this project includes concrete repairs, box culvert extensions, roadway reconstruction, steel beam guiderail installation and other miscellaneous work.
Only one bid was submitted for the project. Engineering fees are estimated at $15,000, plus $8,000 for previously incurred professional expenses, $2,000 for county labour and materials and $33,000 for contingency for a total project cost of $390,000.
The county budgeted $225,000 for this project and will fund the overage of $165,000 through the roads capital reserve.
Wellington Road 51 resurfacing and storm sewer
The county received four bids for asphalt resurfacing and storm sewer work on Wellington Road 51 between Wellington Road 7 and Highway 6.
Council awarded the tender to Cox Construction out of Guelph for $609,070 plus HST.
The other bids were from:
– Capital Paving Inc of Guelph for $642,008;
– Steed and Evans Limited of St. Jacobs for $670,000; and
– The Murray Group Limited of Moorefield for $747,325.
Wellington Road 86 road improvements
County council awarded a tender of $728,900 plus HST from Steed and Evans Limited of St. Jacobs for Wellington Road 86 road improvements.
The project includes resurfacing of the asphalt between Wallenstein Bridge and Sideroad 19 as well as tack coat and waterproofing of two concrete culverts.
Three other submissions were received from:
– Cox Construction Limited of Guelph for $818,431;
– Capital Paving Inc. of Guelph for $836,011; and
– The Murray Group Limited of Moorefield for $945,000.
