During the April 3 special council meeting, council declared the office of Councillor Ward 3, to be vacant, and the method of filling the vacancy be determined by appointment in accordance with the township’s council vacancy policy.
In March, council adopted a policy to provide an accountable and transparent process for the filling of council vacancies.
When a council becomes vacant during the term of office as it has, policy sets out the appointment process and permits any interested and qualified persons to submit a prescribed council vacancy application form and a declaration of qualification form.
The term of this position is from the date of council appointment and oath of office on April 30, 2018 for the balance of the council term until Nov. 30, 2018.
To be considered for appointment, a nominee for municipal office must be a qualified elector as set out in the Municipal Elections Act, 1996, as amended. Qualified electors must be:
– 18 years of age or older;
– a Canadian Citizen;
– a resident of the Township of Centre Wellington, or an owner or tenant of land in the Township or the spouse of such owner or tenant;
– not prohibited from voting under any other Act or disqualified from holding municipal office.
Interested nominees are requested to complete and submit a council vacancy application form, including a declaration of qualifications, and a Freedom of Information (FOI) release form.
Candidates may also submit a personal statement of qualification with their application. All documentation must be filed in person with the Municipal Clerk, Legislative Services, Township of Centre Wellington Municipal Office, 1 MacDonald Square, Elora, ON. Candidates must sign the application before a Commissioner of Oaths and all submissions will become public records.
Applications will be accepted by Legislative Services during regular business hours from 8:30am to 4:30pm until Friday, April 20,.
Candidates will be invited to speak at the committee of the whole meeting on April 23 at 2pm, in the council chamber concerning their interest in the appointment.
Candidates may address committee for a period of not more than five minutes and may be asked questions by members of council.

On Thursday, March 29, Mary Lloyd, Ward 3 councillor in Centre Wellington was appointed as Ward 5 county councillor for the remainder of the 2014-2018 term of Council, leaving the office of Ward 3 councillor in Centre Wellington vacant.
