Guelph-Eramosa council sold a portion of the former road allowance between lots 10 and 11, Concession 7 at Evert’s Portion in Everton.
After a closed session during the Jan. 15 meeting council passed a resolution to sell a 0.03 hectare (0.08 acre) portion of the former road allowance between lots 10 and 11, Concession 7 at Evert’s Portion in Everton to John and Elizabeth Stevens for $2,048 plus HST.
The sale is contingent on the satisfaction of the township solicitor, the completion of a legal survey and necessary changes made to the purchase agreement by the township solicitor, with the condition that this conveyance does not result in a conflict with an abutting land sale.
A bylaw to convey the lands to the Stevens’ will be brought to a subsequent meeting.
Interim tax levy
Council has set an interterm tax levy that is based on 50 per cent of the taxes levied on the property in 2017.
The first installment is due on Feb. 28 and the second installment is due on May 31.
Pay administration policy
The township hired Ward and Uptigrove Consulting and Human Resources to undertake a salary review for the township.
“This policy will replace the existing policy … and it will provide … a number of items in terms of practices that have been undertaken that haven’t been formalized,” CAO Ian Roger said.
The new policy will also bring Guelph-Eramosa in line with what other municipalities are doing in terms of pay administration.
“There will be some slight tweaks with a few other policies and I will be bringing those back to council for approval,” Roger said.
He added the review was a good check for pay equity.
“This brings us all into conformity with the existing provincial legislation and all that stuff,” Mayor White said.
Procedural bylaw
Council discussed amendments necessary for the township’s procedural bylaw, which provides rules governing the order and proceedings of council and committees of council, under the Modernizing Municipal Legislation Act.
As a result council passed a resolution updating the definitions of a meeting, acting mayor, pecuniary interest disclosure, conflict exception and closed meeting provisions.
Corporate services
The township also has a new corporate policy for the use of corporate resources for election purposes.
Clerk Meaghen Reid explained no candidate will use the township’s facilities, equipment, supplies, services, staff or other resources for the election campaign or other campaign-related activities; no candidate will undertake campaign-related activities on township property; and no candidate can use a municipal employee’s time for election-related activities while they are being compensated by the township.
“We have drafted something that we feel applies to us but it is forward thinking in order to address instances that may arise in the future,” Reid said.
“Within the policy, it does reference the integrity commissioner for the municipality, which we have yet to appoint but … we have included a portion there that does discuss an integrity commissioner that if … members of council who are candidates do have questions they could go to the integrity commissioner for such discussions.”
Guelph Lake triathlons
The following roads will be closed for the Guelph Lake 1 Triathlon on June 16 and 17 and the Guelph Lake 2 Triathlon on Sept. 1:
– June 16 from 8 to 10:30am: Watson Road from Conservation Road to Guelph-Nichol Townline; Guelph-Nichol Townline from Watson Road to Jones Baseline; Jones Baseline from Guelph-Nichol Townline to Sideroad 20; Sideroad 20 from Jones Baseline to Wellington Road 29; and Wellingto Road 29 from Sideroad 20 to Wellington Road 18.
– June 16 from 2 to 3:30pm: Watson Road from Conservation Road to Guelph-Nichol Townline.
– June 17 from 9 to 10:45am: Watson Road from Conservation Road to Guelph-Nichol Townline; Guelph-Nichol Townline from Watson Road to Jones Baseline and Jones Baseline from Guelph-Nichol Townline to Mill Road.

Public meeting
A public meeting was held to discuss a zoning bylaw amendment to allow two single detached dwellings at 7119 Schaefer Road for up to three years.
David and Luelle Gorgi would like to build a new house on the property but retain the current house, which is occupied by a tenant.
Once the temporary use bylaw expires the current house would be demolished. However, the applicant could apply to extend the temporary use bylaw another three years once it expires.
No one in attendance at the public meeting spoke for or against the zoning bylaw amendment.
Council will consider the zoning bylaw amendment at a future meeting.
