The joint steering committee on local hospital governance integration in Wellington County met for the seventh time on Jan. 13.
Included in the meeting were members of the newly-formed joint executive committee who have not been members of the steering committee (JSC).
The joint executive committee (JEC) will begin to execute its responsibilities (pending Waterloo-Wellington Local Health Care Integration Network [LHIN] approval of a proposed alliance agreement between the Groves Memorial Community Hospital board and North Wellington Health Care governors) on April 1, 2016.
The group reviewed the timeframe for the development of the alliance agreement; the review and harmonization of bylaws and committee terms of reference; the approach to staff and community engagement; and, a joint skills matrix.
Preliminary feedback on committee terms of reference and professional bylaws were provided to legal counsel. The first review of the draft documents will occur at the next steering committee meeting in late January in preparation for submission to the LHIN in early February.
A joint skills matrix for directors and members of the JEC was developed and discussed. It will be refined and reviewed at the next meeting of the JSC. All directors will complete a self-assessment using this matrix in early February.
Community engagement
The approach to staff and community engagement was reviewed and the JSC agreed session dates.
In addition, the JSC discussed and agreed to the materials that will be provided at in-person sessions and posted on the website and the mechanisms by which staff and community members will provide their input.

Community engagement sessions will be held:
– Jan. 27 from 7 to 8pm at Palmerston and District Community Centre Complex;
– Jan. 28 from 7 to 8pm at the Mount Forest and District Sports Complex; and
– Feb. 3 from 7 to 8pm at the Wellington County Museum and Archives in Aboyne.
Staff engagement CEO forums were to be held:
– Jan. 18 at noon at the Palmerston District Hospital cafeteria;
– Jan. 19 at noon at Groves hospital site cafeteria; and
– Jan. 21 at noon at the Louise Marshall Hospital cafeteria.
In consultation with both hospital boards, it was agreed that Tom Sullivan would be appointed as the first chair of the JEC and Howard Dobson appointed as the first vice-chair.
The Joint Executive Committee members are: from Groves hospital Howard Dobson, Jackie Ranahan, Anthony Caldwell, Ian Hornsby and Richard Wright; and from North Wellington Health Care Tom Sullivan, Terry Fisk, Brian MacMahon, Michael O’Dwyer and Kelly Ward.
