South end Elora subdivision set to grow into third and final phase

Centre Wellington councillors have approved an amendment to the subdivison agreement with developers to move forward with Phase 3 of the South Ridge Subdivision here.

Council’s approval on June 22 followed a report from managing director of planning and development Brett Salmon

Salmon recommended council pass a bylaw authorizing the mayor and clerk to execute an amending subdivision agreement between the Township of Centre Wellington and Elora Ridge Developments Limited.

In his report Salmon stated Elora Ridge Developments Limited is preparing to undertake the municipal servicing of the third and final phase of the subdivision known as South Ridge.

He noted that a subdivision agreement was executed in 2012 at the time of servicing of Phase 2, the terms of which would also govern the servicing of Phase 3.

“As a result of some changes in our internal administrative procedures regarding the preliminary and final acceptance of the subdivision services, township staff proposed a small number of modifications to the terms of the existing agreement.”

Salmon said the developer is in agreement with these changes, and “through consultation with the developer’s and Township’s solicitors, we concluded it was expedient to execute an amending agreement.”

He added that township staff and its consulting engineers have reviewed and approved all of the plans and specifications for the third phase, and MOECC approvals are in place as well.

Salmon also anticipated work within the third phase of the development would begin shortly.

He noted that Elora Ridge has all the engineering approvals in place and getting ready to provide the letter of credit to begin the third phase.

Councillor Don Fisher asked for clarification that this was being done through a subdivision agreement amendment rather than a new subdivision agreement.

Salmon said the amendments are specific to this phase only – the conditions applicable to the previous development phase still apply.

Councillor Kirk McElwain asked if there was any requirement for the road allowance for Reynolds Road match the road allowance in the proposed subdivision to the south – on the south side of the Trestle Bridge Trail.

Salmon explained there was a block reserve in this phase of the project – Reynolds Road.

However he anticipates this will only be used as a pedestrian walkway.

In addition, Salmon said there is no road access proposed from the other subdivision – but there is a pedestrian access which would line up with the one in South Ridge.

Councillor Mary Lloyd suggested that “it might not be desirable to have another road crossing the pedestrian trail.”

Salmon agreed the lot in South Ridge is large enough to be a road allowance, he did not believe such access was needed at this time.

At the same time, he said there is the potential for services such as water mains to traverse that land.

Council approved Salmon’s recommendation to move ahead with the subdivision amendment.
