Councillors fed up with flooding next to Hillsburgh development

Councillors here say they are tired of repeated flooding issues for landowners adjacent to the Trail Ridge subdivision in Hillsburgh and want the matter addressed immediately.

“I don’t want to receive another phone call about it. I’m tired of it,” councillor Barb Tocher said last week.

While Roads Superinten-dent Larry VanWyck explained the latest problem is not the same as a previous flooding issue adjacent to the development, councillor Ken Chapman said Triton Engineering, as well as the developer’s engineer, should conduct a full report for council.

“Whatever’s there is not working,” Chapman said.

Tocher agreed, saying the bottom line is two adjacent properties with current flooding issues had no such problems before the neighbouring Trail Ridge development was in place.

The rest of council supported taking some sort of action.

“I want something done about it,” said councillor Josie Wintersinger. When people come to the town for help, council has to do something, she added.

“This can’t go on,” said councillor John Brennan. He asked what leverage the town has to force the developer, Coscorp Master Builder, to address the issue.

Tocher said the town could use the developer’s money to fix the problem, but Town Manager Lisa Hass said the “hundreds of thousands” of dollars held by the town are for on-site problems only.

And VanWyck noted all the permits for the development have already been issued.

Chapman replied if the developer is not willing to come off-site to fix the problem, then it has to fix it on-site. It’s up the developer to ensure its stormwater management system works properly, he added.

Council unanimously passes a resolution directing staff to seek legal advice and to send a letter to Trail Ridge asking for a proposal to fix the problem by Aug. 12.
